CIPFA today announced the appointment of Rob Whiteman as its new Chief Executive.
Rob Whiteman is currently working as Director General, Operational Systems Transformation at the Home Office, having joined as Chief Executive of the UK Border Agency in September 2011, where he oversaw the Agency’s annual £1.6bn budget and 24,000 staff, delivering improvements in many of the Agency’s responsibilities over that time.
Announcing the appointment, CIPFA’s President Sir Tony Redmond said

He will be joining us at a pivotal time for the organisation - as our members wrestle with the impact of austerity on UK public services and we continue our work around the world with a range of partners to improve global public financial management.
Rob’s outstanding record and energy in delivering change and innovation across public services and his commitment to improvement in the sector speak for themselves. We are confident we will be seeing CIPFA’s influence and operations go from strength to strength under his leadership.”

Rob Whiteman is currently working as Director General, Operational Systems Transformation at the Home Office, having joined as Chief Executive of UK Border Agency in September 2011, where he oversaw the Agency’s annual £1.6bn budget and 24,000 staff, delivering improvements in a wide range of the Agency’s responsibilities over that time.
During 2012/13 Rob worked closely with the Home Secretary and Minsters to bring the Agency fully into the Home Office to form 3 constituent organisations: Border Force; UK Visas & Immigration; and UK Immigration Enforcement.
This programme concluded in March 2013 with Rob appointed as Director General – Home Office Operational Systems to coordinate the former Agency and other Home Office operations through strategy, analysis, operational guidance, systems development, digitalisation, performance management and simplification of rules and policy.
Between 2010 to 2011, Rob led the public sector owned company the Improvement & Development Agency (IDeA) as its Managing Director.
Rob served as Chief Executive of the London Borough of Barking and Dagenham from 2005-2010, also serving as director of finance for part of that time, developing and implementing a significant programme of service improvement, marketization and regeneration in the borough. He chaired the London chief executives' committee and was a board member of London's regional improvement and efficiency partnership.
From 1996 to 2005 Rob held roles in turn as assistant director, chief financial officer & director of resources and deputy chief executive of the London Borough of Lewisham, carrying out significant reform of the finance role to place it at the heart of corporate improvement and assurance.
Rob has been heavily involved in the profession’s representative bodies, and was a core adviser to the Local Government Association and Secretary to the Society of London Treasurers. Rob chaired the audit committee of the Department of Energy and Climate Change (DECC) for four years up to early 2013.
Rob sat on CIPFA Council between 2004 and 2006.
