“Improving all NHS services while making historically unprecedented levels of savings – which was the aim of the NHS Five Year Forward View published in 2014 – is unachievable.
“The recommendations set out in Next Steps on the NHS Five Year Forward View – service prioritisation, improved governance, leadership and clarity of efficiency programmes – should help ease pressures, but will unlikely be enough to deliver the savings required by 2020/21.
“More realistic medium and long term financial planning, together with greater investment in prevention, is needed to stabilise the financial position of the NHS.”
