Emergency Planning - What Price Safety?
The floods in the summer of 2007 cost the affected local authorities an estimated quarter of a billion pounds. The prospect of climate change is likely to see further such occurrences in the future. Chaired by Kate Silverton who reported on the 2007 Floods for 'Panorama' this session will examine the impact of such catastrophic events. Peter Antill, Director of Resources at Tewkesbury Borough Council and speakers from Zurich and the Audit Commission will share the learning from their experiences.

The Role of the Modern Day Director of Finance
Reform of the public services has catapulted Directors of Finance into leadership challenges. This session will examine the findings of a major CIPFA survey of Directors of Finance across the public services. The discussion, chaired by Jon Pittam, County Treasurer of Hampshire County Council and Chair of CIPFA’s newly established panel on the role of the Finance Director, will include in-depth analysis of the leadership priorities, how the role is changing, and what this means for the next generation of finance leaders.

How Lean is Your Organisation?
The adoption of "lean thinking" in the UK health sector is rapidly becoming a topical issue for many other parts of public services. This session will explore the application of "lean" and "systems" thinking. Given the CSR and other ongoing financial pressures, it is vital to understand how these concepts can help the public sector achieve efficiency savings.

Modern Democracy
With turnout at elections falling, political parties struggling to find candidates, funding scandals hitting the headlines and politicians less trusted than ever before, it seems the democratic framework in which we work is under threat. Although those of us who work in public services generally have quite on our plates without worrying about these issues, the truth is that without an effective, even vibrant democracy, the legitimacy for our work and our actions is in question. This session will explore the current themes in revitalizing democracy in the UK, and why it matters for the future of public services.
