CIPFA International - Consultancy
CIPFA International is a specialist international consultancy and training service established by the Chartered Institute of Public Finance and Accountancy (CIPFA) in 1989. As a division of the IPF, it draws on the resources of the whole CIPFA group and provides access to a wide network of skills, expertise, advice and support to deliver consultancy and training services to public service organisations outside the UK.
The strengths of CIPFA International lie in its experience of UK public sector management. Our consultants have a clear understanding of the needs, interests and attitudes of the public sector and both practical experience of UK public sector management and knowledge of the latest developments in public sector financial management techniques.
We work with a wide range of overseas governments and aid agencies including the World Bank, Department for International Development, British Know How Fund and the European Union. The majority of our assignments are aimed at:
- capacity building and institutional strengthening in the public sector as part of preparations for accession to the EU;
- assisting in the modernisation process of financial institutions; and
- helping public service organisations through the difficult period of adjustment following the development of a market economy and privatisation.
Our assignments have included work with central, regional and local government, national accountancy bodies and aid agencies. To provide a broader consultancy resource we often operate with partners such as the British Council, major commercial consultants and local consultants to deliver the specialist inputs that projects may require. In recent years we have operated extensively in Central and Eastern Europe and in developing countries in Africa, Asia and the Caribbean.
CIPFA Training Consultancy
Our training consultancy is best known within the public services as a specialist provider of financial and resource management training. Our client base consists of a wide variety of public service and private sector organisations, including local authorities, health authorities, the probation service, institutions of higher and further education and government departments at home and abroad.
Our consultants are:
- qualified training professionals with personal experience of working in senior posts with public service organisations;
- well versed in the problems facing public sector organisations; and
- can draw on knowledge gained from many organisations to help devise training solutions specifically tailored to customers' needs.
We provide training courses for both financial and non-financial staff of a financial and non-financial nature. We provide training courses in 'best value', benchmarking and competitive tendering skills. We train people to improve their personal effectiveness and acquire new skills to increase their efficiency and hence the productivity of their organisations.
We offer a range of training products that cover finance, competition and benchmarking skills. These packages come complete with trainer's notes and overhead projector slides and can be delivered by our customers' trainers.

- Botswana
- a feasibility study, at the request of the Accountant-General to assess the viability of operating the International Accounting Technician Qualification in that country, followed by its subsequent establishment;
- a review of government budgeting, accounting and auditing training needs;
- Eritrea
- assistance to the Auditor General in updating the Audit Manual, establishing auditing policies and establishing a training strategy;
- preparation of urgently required training material.
- Kenya
- training needs analysis in the Office of the Auditor-General followed by the development, delivery, management and evaluation of advanced training for senior staff;
- Lesotho
- review of accountancy and financial management training project in Accountant General's Department of Ministry of Finance;
- Malawi
- preparation of a training strategy for the Accountant General's Department including government accountants, internal and external auditors;

- assisted in the development of public sector financial management during the transition process, including capacity building and advice on the public sector aspects of the proposed regularity framework for the accountancy profession 1990-92;
- member of the tribunal assembled to assist the City Council of Johannesburg in the stabilisation of its financial affairs and establishment of sound arrangements for financial management and administration.

- preparation of a project memorandum for the DFID project, Reforms in Government Audit.

- design and delivery of a programme aimed at facilitating the acceptance and implementation of an MTEF system;
- Pakistan
- a series of assignments in the Pakistan Audit Department, incorporating a training needs analysis, the development of professional and technician level accountancy qualification schemes, human resource development strategy formulation, and training course design and delivery;
- support to the province of Punjab in the introduction of performance budgeting in a selection of departments and two district governments.
- Sri Lanka
- developing a manpower development strategy in the Ministry of Finance to develop a committed cadre of Public Financial Managers.
