CIPFA International Development news

CIPFA’s Development Strategy 2006-2010 includes a much stronger focus on international activities. By 2010 we plan to occupy a pre-eminent position on the world stage as the leading institute on public finance and accountancy.

To progress the international aspects of the Development Strategy a new panel has been established. CIPFA’s International Strategy Panel, chaired by Dr Clive Grace, will have its first full day planning workshop on 16th October. “I am looking forward to the new Panel being a source of energy, capacity and ideas to develop and drive forward the International theme in the Institute’s work” Dr Grace said.

At the end of September, the current Strategic Grant Agreement with the UK’s Department for International Development (DFID) finishes. The 3 year agreement committed DFID & CIPFA to raising awareness of international development issues, particularly the campaign to eradicate poverty in the developing world and the role that finance professionals and sound financial governance can play in meeting this aim. The agreement has enabled CIPFA to enhance its capability to assist institutional capacity building and the enhancement of the knowledge of public finance practitioners globally.

Discussions between CIPFA and DFID are advanced for an ongoing relationship to build on the SGA through a new Strategic Partnership Framework Agreement (SPFA). This will feature a greater focus on capacity building projects.

As we move into a new phase of our working partnership with DFID, it is timely to update our knowledge of CIPFA’s members and students awareness of international development issues. Further, we want to identify capacity to enable international development and where appropriate to assist members, students and their employers to contribute to international development strategies and projects. On 28 & 29 September CIPFA is participating in the Africa Region Learning Workshop in Nairobi, Kenya which will be examining the role of the accounting profession in economic development. The workshop is sponsored by the African Development Bank, the World Bank and the International Federation of Accountants.

At the event CIPFA will be launching a paper “The role of the professional public sector accountancy body in effective public administration”. This outlines a case study of work undertaken by CIPFA, on behalf of the Ethiopian Government, to scope the conditions required for setting up a public sector accountancy institute and training program in Ethiopia. Over July and August CIPFA International delivered a 5 week training programme in public financial management to a group of delegates from the Bangladesh Civil Service. The delegates were all senior civil servants, working in both the central Ministry of Finance and in spending Ministries.

CIPFA International continues to win international support contracts. Recent contracts secured include: the provision of a public sector audit training programme for Slovenia; conduct of a public expenditure financial analysis review for Malawi; training internal auditors in Turkey; and support to the State Control and Revision Service of the Ukraine. CIPFA is also finalising arrangements for the application of its international certificate and diploma programme in a number of countries. Details will be announced when these negotiations are completed.

CIPFA is calling for members with considerable expertise in international development to become members of an International Development Expert Virtual Group. This group will be run via the web with no formal meetings. Its aim is to tap into the International Development expertise and knowledge of CIPFA’s members. In August CIPFA met with the Director of UK office of Transparency International to explore opportunities for working collaboratively. TI is a global civil society organisation whose mission is to create change towards a world free of corruption. TI works closely with DFID.

DFID news

In July DFID launched its new White Paper on International Development, 'eliminating world poverty: making governance work for the poor'. It sets out what the UK Government will do to reduce world poverty over the next five years. The White Paper sets out DFID’s priorities and explains how it will work with the rest of UK Government, partner governments, international organisations, non-governmental organisations (NGOs), academics and the private sector to fulfill the promises made in 2005 to significantly reduce world poverty.

New Act to hold Government to account on international aid
New measures that will deliver greater transparency and accountability in the way Government spends public money tackling poverty in developing countries, will now pass into law.

The Private Member’s Bill, introduced by Tom Clarke MP in June 2005, completed its final Parliamentary stages as the International Development (Reporting and Transparency) Act.

Hilary Benn to lead Government fight against global corruption
The Prime Minister has appointed Hilary Benn as Ministerial champion for addressing international corruption. The new role, complementing Mr Benn’s position as International Development Secretary, will see him working with other Ministers across government to tackle corruption wherever it threatens to undermine the fight against poverty.
