The Commissioning Joint Committee (CJC) considers all aspects of public commissioning and procurement including alternative delivery models

The CJC membership includes representatives of local authorities' associations, those working in and with commissioning services and other relevant organisations.

The role of the Commissioning Joint Committee

The CJC:

  • promotes the Standing Guide to Commissioning Local Authority Work Services, a plain language up-to-date source of information about commissioning, covering not just procurement but commissioning strategy and packaging; and alternatives to procurement, such as delegation and transfer to partnerships and other vehicles. This guide is an online publication
  • assists in the development of guidance and other publications on major issues in commissioning and procurement
  • develops briefings and papers, providing a CJC perspective on current commissioning and public service delivery topics
  • contributes to consultations on public sector commissioning
  • holds regular meetings at CIPFA's London offices.


This glossary covers a variety of commissioning-related terms.
