About the CJC

The CJC is sponsored by CIPFA, and comprises representatives of all the local authorities' associations in the UK, and of more than 40 officers' organisations. These cover the disciplines involved in all aspects of commissioning and competition. The CJC:

promulgates a comprehensive Standing Guide on CD Rom to Commissioning Local Authority Work & Services. This took the place of the CJC's former Code of Practice. To see the contents of the Guide, please click here.
issues guides ad hoc to major technical problems in commissioning and competition. For details of CJC publications, please click here.
organises an annual conference covering key questions of the day in the fields of competition, procurement and competitiveness.
issues circulars, as necessary, to Chief Executives, Chief Constables, and the Chief Fire Officers of Joint Fire Authorities, containing the CJC's advice about current problems. To view the circulars, please click here.
provides Ministers and others with views and advice. Copies of the major responses are available from this site.
meetings take place every two months and the minutes and membership list are provided.

Standing Guide to the Commissioning of Local Authority Work and Services (2009)

The Commissioning Joint Committee has released the latest version of its comprehensive Standing Guide to the Commissioning of Local Authority Work and Services. This year’s revisions include:

New passages covering:

cost benefit analysis in commissioning, and the social return on investment

remedies for the infringement of the EU directives

whole-life costing.

Updates covering new legislation and court decisions, in particular as to:

the applicability of the EU directives

the use of wellbeing powers.

The expansions of passages covering:

using the third sector, including full cost recovery, and contracts versus grants

putting costs and estimates on a common price basis.

The Commissioning Joint Committee Guide to Environmental Sustainability (2009)

The Commissioning Joint Committee (CJC) has completed its guide to this complex and hugely important subject. It addresses all the main aspects of sustainability as they affect public bodies, including:

emissions control and trading
sustainable procurement
sustainable energy sources
sustainable construction methods and materials
designing buildings for low energy consumption
waste recycling and disposal.
