Technical Enquiry Service
The Technical Enquiry Service (TES) has noticed an increasing trend of queries being submitted from non-CIFPA members due to recent substantial changes to the SORP and the introduction of the IFRS-based Code. We have answered those queries on a case-by-case basis but we will now be returning to only answering queries from qualified members and registered CIPFA students in order to focus on providing them with an accurate and efficient service.

Councils should explain arrangements for safeguarding public money, say CIPFA and SOLACE
CIPFA and SOLACE have developed guidance for councils on safeguarding public money. Published as an addendum to the widely used CIPFA /SOLACE Governance Framework Delivering Good Governance in Local Government, the guidance emphasises that councils should have a Chief Financial Officer (CFO) in the senior management team, or explain how their alternative arrangements assure an equivalent impact in terms of good financial management and sound stewardship of public money. The addendum An Application Note to Delivering Good Governance in Local Government can be found here.

The guidance builds on the Statement on the role of the Chief Financial Officer in Local Government published by CIPFA. The Statement recommends that the CFO should be a member of the leadership team, with a status at least equivalent to other members. It sets out the key features of the role that CIPFA expects the CFO to play as well as outlining the skills and personal attributes required for successful performance.
