This paper was jointly commissioned in order to improve the level of knowledge and awareness of shared services within the public sector. The paper provides an analysis of the emerging market for shared services, particularly in financial services. It sets out real case studies and considers the emerging practical issues. Audit Committee Principles

audit principlesCIPFA in Scotland in partnership with the CIPFA Directors of Finance Section has published guidance on audit committee principles entitled Audit Committee Principles in Local Authorities - A Guidance Note. The guidance assesses how the principles can be delivered in practice and the roles and responsibilities of the key stakeholders. An audit committee remit is included along with an audit Committee Principles Matrix. The guidance has been distributed to all local authorities and stakeholders in Scotland and further copies can be downloaded by clicking on the image given here.

Trading_AccountsCIPFA have published Trading Accounts

A Best Value Approach to Trading Accounts - A Guidance Note for Local Authority Practitioners. This guidance note has been prepared jointly by the CIPFA Directors of Finance Section and LASAAC and has been distributed to all local authorities and stakeholders in Scotland. The guidance note provides practical guidance on significant trading operations as defined in the Local Government in Scotland Act 2003. To download a PDF of the guidance, please click here.

Background

Membership is open to the 32 Directors of Finance (or equivalent) of the Scottish Local Authorities who have the 'proper officer' responsibility conveyed by Section 95 of the Local Government (Scotland) Act 1973. Representatives of CIPFA Scotland Office and CoSLA are also invited to attend. The section is also closely involved with COSLA and is a source of financial advice and support.  

The section meets approximately 6 times a year to discuss matters of interest in financial management in Scottish Local Government.
