President

Christina Earls

Christina currently works in central government for the DWP, but has previously worked at the Foreign and Commonwealth Office, MOD and Benefits Agency. She started her professional life in the Revenues Department at Leeds City Council, qualifying with the then Revenues and Valuation Association, now known as the IRRV, before moving to Oxford City Council, where she was supported in taking CIPFA via the Senior Officer Scheme with the CETC. As was typical in those days, line managers encouraged active engagement with the Institute, and she became vice chairman of the Thames Valley Students Society, the start of all her volunteering since 1988. In the past, she was a proud member of CIPFA’s Central Government Panel until its demise, a P3 project Examiner from 1993 until its demise, CIPFA South East Region Council 2005 to 2009, and chair of its Members Development Group, CSE representative on ICAEW London Society Business Board from 2006 to 2009, Secretary of the CIPFA South Wales and West of England Region Council from 2001 to 2005, and member of its South West Area Committee from 1993 to 1995.

Vice President

Amanda Card

Amanda Card

Amanda is currently town clerk at Yeovil Town Council, a role she has be in since December 2015. Amanda started her career in local government as temporary finance assistant for Somerset County Council almost 20 years ago. Seven years later, she became a CIPFA trainee working in the accountancy team. She joined South Somerset District Council in 2008 and became CIPFA-qualified. Her experience and knowledge of all three tiers of local government have proved invaluable. Amanda is also the vice chair of governors at Birchfield Community Primary School as well as being treasurer to Love Yeovil (a collaboration of local government, the Yeovil Chamber of Trade of Commerce and national and independent retailers in Yeovil). Her spare time is currently be taken up training for the 3 Peaks Challenge for charity.

Hon Treasurer & Junior Vice President

Will Tarrant

Will graduated from the University of Exeter's Cornwall Campus in 2012 with a degree in History. Following this, he joined Cornwall Council in 2013 as a graduate trainee accountant studying the CIPFA Professional Qualification.  

Since 2015, Will has been a member of the regional council whilst continuing his career with Cornwall Council as a management accountant. 

In 2016 Will successfully completed all CIPFA examinations and in 2017 completed the Practical Experience Portfolio, making him CIPFA fully-qualified.

Secretary

Philip West

Philip started at Somerset County Council as a modern apprentice in 2005 studying for AAT and then followed by CIPFA, becoming a member in 2012.  During this time, Philip gained experience in many different areas including Account Payable, Bank, Budget Monitoring, Financial Modelling and Treasury Management.In 2012, Philip moved to West Somerset Council as an Accountant Technician working in a wide variety of roles including Final Accounts, Budget Monitoring and Back office recharges.In early 2013, he become the Accountant that primarily deal with the Section 106 agreement related to the construction of Hinkley Point C, currently the largest construction project in Europe.  

Region Representative

John Bloomer 

John is Chief Finance Officer & Section 151 Officer at Staffordshire Police. He has been a member of CIPFA South West Regional Council since 2015, and before that he was President of CIPFA Students Network John has been the CSW regional representative since 2017.

He has worked at Staffordshire County council, Cornwall Council, and North Staffordshire Combined Healthcare NHS Trust before taking up his current role this March.

Danny Batten

Danny graduated from Southampton University in 1979 with a BSc (hons) in Mathematics.He then joined Hampshire County Council as a graduate trainee. After qualifying he joined Fareham Borough Council and then moved to his native Cornwall in 1989. For the next 20 years he worked for Cornwall County Council, Devon & Cornwall Magistrates' Court and finally for HM Courts Service. In 2009 he set up his own accountancy business working mainly in the private sector, which he continues so to do. He has served on CIPFA's SW Regional Council since March 2013. It is an open secret that he is a very happy grandfather to four gorgeous grandchildren.

Andrew Broome

Adam currently has his own company, Adam Broome Limited, through which he delivers training and consultancy to the Public Sector. This has included providing training courses for CIPFA in London and Dhaka, Bangladesh.

Adam has been Director of Resources for the Nursing and Midwifery Council and Plymouth City Council. He was a Non-Executive Director for the Royal Cornwall Hospitals Trust, chairing the Finance and Performance Committee. He has been an Associate Director of the Audit Commission and has also had a range of roles at Stoke-on-Trent City Council, Bristol City Council and Avon County Council. He trained as a CIPFA Accountant with Avon County Council qualifying in 1994.

Adam has been a member of the CIPFA South West Council since 2014 and was the South West representative on the National CIPFA Council for 2016/17. Outside of work Adam is kept busy with his family, running and gardening

Charles Hallow

Charles completed a degree in Production Engineering at Cardiff university and then joined Wiltshire County Council as a trainee CIPFA accountant, qualifying in 1990. Charles worked for over 20 years in the logistics industry with Wincanton plc, starting in internal audit and subsequently undertaking a number of divisional FC and FD roles until being appointed corporate development director in 2005 where he was responsible for completing a series of UK and European acquisitions and disposals. In 2012, Charles was appointed CFO of Avalon Sciences, a small company designing and manufacturing borehole seismic equipment for the oil and gas industry. He is married with two children. The eldest has joined Deloittes, although not to train as an accountant, while the youngest is studying Psychology at Bath. Spare time is taken up walking the dog and rehearsing for various amateur dramatic productions, including a couple of performances as a pantomime dame! Charles is a National League hockey umpire and can usually be seen on a hockey pitch at the weekend blowing a whistle. This year he was invited to umpire at the Masters Indoor World Cup and will be umpiring at the Masters European Championship in the Netherlands in August.

Steve Johnson

Steve is CIPFA-qualified and an experienced audit manager based in Truro, Cornwall. He currently manages a portfolio that includes local authority companies, several local government bodies, local government pension fund, NHS commissioner and several not-for-profit and educational organisations. Steve undertook his training with KPMG in Cornwall, and previously worked for the Audit Commission, as a finance director for a Truro-based group of companies and a management accountant for a mining company.

Sophie Medwell

Sophie graduated from the University of Birmingham in 2014 with a law degree. She subsequently joined Grant Thornton on a training contract, specialising in public sector assurance. As part of this training contract, Sophie is studying the CIPFA qualification and is due to complete her training in summer 2017. During her studies, Sophie have been involved in both the CIPFA South West Regional Council and the CIPFA Student Network. Highlights to date have included the winning a national prize for her exam results and being part of the South West team which won the ‘Most Improved Region’ award. Sophie is now President of the CIPFA Student Network.

Julie Strange

Joanne is one of our very welcome new recruits to CIPFA South West Council. Joanne completed a degree in Geography & Economics from University of Reading in 2005 and then joined Hertfordshire County Council on their Financial Management trainee scheme, qualifying in 2008. Joanne worked for over 10 years with Hertfordshire, working within the Adult Social Care, Children’s Services and Environment & Corporate Services business partner teams. In 2017, Joanne was appointed as Finance Business Partner for Development & Environment with North Somerset Council.

Filipp Skiffins

Filipp is another of our very welcome new recruits to CIPFA South West Council. He graduated from the University of Hertfordshire with a degree in Law in 2011.

After obtaining the degree, he completed a postgraduate diploma in legal studies, where he developed an interest in accounting and finance. Shortly after completing his studies, he joined Oxfordshire County Council under their CIPFA graduate scheme and was subsequently appointed as a Financial Accountant in the Capital Team. Upon completion of his CIPFA studies, Filipp became a full member in 2018.
