Alan Jessops - PFI Partner

Alan has worked on, in excess of, 100 PFI projects during his thirty year project finance career. He has been involved in all aspects from the initial bid, through to negotiation and structuring, leading to financial close and then into the operational phase. He has played major roles in refinancing, secondary market acquisitions, dispute resolution, value enhancement, benchmarking and market testing, including sub-contractor replacement. He has sat on numerous project company boards chairing many – acting in an executive capacity. Alan also currently advises parties on commercial aspects of current projects and bids.

Prior to his involvement with CIPFA, Alan was Managing Director of Infrastructure Managers Limited, one of the UK’s largest independent asset management companies, where he had responsibility for the management of in excess of 80 projects, with a capital value of over £5 billion and a multi-disciplined team of over 50 people. He was responsible for strategy, business development and marketing across the business.

His project finance career began as a senior lender to the first UK oil and gas developments in the North Sea. Alan initially held senior positions in a number of international banks and acted as lead underwriter to a number of the very first UK PFI projects, mainly in the Health sector. Following his banking career Alan successfully transferred his skills into equity investment setting up an investment office in London for a major US investor leading and building a team of fifteen professionals and a portfolio of some 15 PFI investments and a large pipeline of deals plus a leading role within a European Infrastructure Fund as founder investors.

Tony Hazell - PFI Partner

Tony has over thirty years of experience working on projects involving interface between the public and private sectors. He has worked on in excess of 80 PFI projects during his career, and was even directly involved in the creation and development of the Private Finance Initiative. He has also led one of the UK’s acknowledged leading consultancy teams on competitive tendering.

While working on PFI projects, he was involved in all aspects from the initial bid, through to negotiation and structuring, leading to financial close and then into the operational phase. He has played major roles in refinancing, secondary market acquisitions, dispute resolution, value enhancement, benchmarking and market testing, including sub-contractor replacement. He has sat on numerous project company boards chairing many – acting in an executive capacity.

Prior to his involvement with CIPFA Tony was Managing Director of CorLa Limited, one of the UK’s largest independent asset management companies, where he shared responsibility for the management of in excess of 30 projects with a capital value of over £2.4 billion and a multi-disciplined team of over 20 professionals. As a senior member of that company’s Board, he was responsible for strategy, process and systems development and marketing across the business.
