Ben Powell, Lead Partner, Local Government Tax team, Deloitte
Ben is the lead partner for Deloitte’s Local Government Tax team, providing advice primarily on VAT but also other taxes such as NNDR, employment taxes and Corporation Tax. He is a member of the Chartered Institute of Taxation and has over 12 years’ experience advising public sector organisations and a variety of private sector clients. Ben and his team provide advice on structuring, refund claims and compliance issues and have added value to numerous local authorities by reducing indirect tax costs and maximising cashflow through careful planning.

As the national lead for Deloitte’s local government VAT team, Mark provides and co-ordinates ad hoc VAT and tax advisory support to Deloitte’s local authority clients. Mark also sits on the CIPFA VAT Committee, and has in-house experience having spent 18 months on secondment to the largest local authority in Europe. He has previously worked in industry in direct taxes and started his VAT career with HM Customs & Excise in 1994. He has over 16 years' experience advising public sector organisations, as well as a diverse range of private sector clients. This broad experience means that he is able to bring cross-sector best practice to complex structural and transformational change within client organisations.
Tim Cooper, Senior Manager, Local Government VAT - Tax Advisory Service (London)
Tim is a Chartered Tax Advisor and has spent 16 years working in the local authority sector, initially through 10 years at HMRC and subsequently six years at Deloitte.
Tim leads Deloitte’s Local Government VAT team in the South East and has provided advice on specific projects in relation to revenue activities and capital programs at each tier of local authority. In addition, Tim has worked with a number of local authorities across the region on VAT savings and recovery projects, providing day to day advice on the CIPFA/Deloitte helpline and also leading the VAT element of internal audit work at South East local authorities.

Richard Smith, Senior Manager, Local Government Indirect Tax - Tax Advisory Service (North West)
Richard joined Deloitte in July 2004, having worked in Indirect Tax for 10 years for a number of competitor firms. Richard helps to lead our Local Government offering for the North West Indirect Taxes group. He has a broad range of experience across both the public and private sectors.
Richard has a strong working relationship with a number of local authorities in the North West together with a number of high profile Non-Departmental Public Bodies, which he has advised in respect of a range of issues and opportunities including helping to manage the VAT implications surrounding a significant Schools Investment Programme, a major mixed use regeneration project and complex property developments.

Jennifer Thompson, Local Government VAT Manager - Tax Advisory Service (East Midlands and Yorkshire)
Jennifer is a Chartered Tax Advisor and has over 7 years’ experience as a VAT advisor to a broad range of organisations including local authorities, academies, VA schools, non-Departmental Government Bodies, charities, trusts and commercial businesses.
Since joining Deloitte in January 2012, she has become an active member of Deloitte’s Local Government team, providing helpline support and technical updates at Deloitte/CIPFA Local Government events. Jennifer has gained valuable insight into the sector by providing long term on-site support to a local authority, developing and delivering VAT training programmes, advising VA schools and academies, liaising with HMRC on behalf of clients and alternative delivery model forecasting.

Chris Cherrill, Local Government VAT Assistant Manager, Tax Advisory Service (South East)
Since joining Deloitte in September 2011, Chris’ work has focussed mostly on Local Government VAT and tax and he has been supporting the delivery of the CIPFA/Deloitte tax advisory service since its inception.
Chris has experience in identifying, processing and dealing with HMRC in relation to claims for overpaid VAT. He has been responsible for delivering VAT process and control reviews for Local Authorities, either as part of an internal audit process or independently. Chris works closely with the rest of the Deloitte Local Government team to deliver VAT advice and implementation support for clients undergoing strategic change in terms of delivery models and asset realisation.

Louisa Smith, Local Government VAT Assistant Manager, Tax Advisory Service (South West & Wales)
Louisa works with clients predominantly in the South West and Wales. Louisa has a degree in Business Studies and has achieved qualification with the Institute of Indirect Taxation and Chartered Institute of Tax, having passed the Professional Examinations. In 2010, Louisa joined Deloitte LLP in Bristol and now has over three years’ experience working in indirect tax. Prior to joining Deloitte, Louisa worked for two years at the Environment Agency within the finance department. Louisa advises a very wide range of private and public sector clients, and specialises in providing advice to Local and Central Government, police authorities, and educational bodies such as Universities.
Louisa's recent work with public sector clients has involved a VAT audit and several VAT reviews for local authority clients, assistance with HMRC visits, in addition to providing on-going support through the CIPFA helpline, and other national initiatives. Louisa has also advised Local Authority clients on VAT savings opportunities, including assisting with quantifying and submitting refund claims to HMRC.
