Local government funding: making sense of the post-election uncertainty

The Funding Advisory Service held this series of events to help authorities prepare their funding forecasts.  At this time of year, authorities are working on their medium-term budget plans, and it is clear that there are many uncertainties about funding from central government and future income from local tax bases.

In this series of events, we gave an in-depth view about the factors that authorities will need to take into account in their forecasts:

  • Resource envelope – what assumptions should authorities make about overall funding from central government?
  • Business rate retention – what impact will changes in rate retention have (100% retention, baseline reset)?
  • Council tax – what are the thresholds for maximum council tax increases?
  • Fair Funding review – what direction will this review take, and how might it affect the distribution of funding?
