In April 2012 the European Commission adopted a communication setting out a strategy to make the use of e-procurement the rule in the EU by mid-2016. The publication followed the recent proposed revised procurement directives, in which the Commission proposed the wholesale adoption of electronic procurement as the default means of public and utilities purchasing.
