The current and updated version of the European Single Procurement Document (Scotland) or ESPD (Scotland) which replaces the standard Pre-Qualification Questionnaire (sPQQ). The introduction of the ESPD is intended by the European Commission to reduce the administrative burden on bidders and to remove some of the barriers to participation in public procurement, especially for small to medium-sized enterprises (SMEs).
