The Professional Development Award (PDA) is designed to improve professional practice and provide continuous development for those responsible for the strategic procurement of care and support services in the Scottish public sector.

What will I learn?

You will gain the skills and knowledge you need to manage the whole commissioning process including:

  • mapping needs and resources
  • determining the most appropriate procurement method
  • undertaking options appraisal
  • tendering effectively
  • managing contracts for care services.

Who is the course aimed at?

The programme is ideal if you currently work in organisations that are involved in the commissioning, planning, procurement, tendering, contract management and monitoring care services.

It will also be of interest if you work in voluntary or private sector organisations that bid for and manage care and support contracts perhaps wanting an insight into the procurement and contracting process.

You should have an understanding of one or more aspects of the commissioning, procurement and contracting of care services in the public sector. Prior knowledge of the Scottish Government’s procurement journey and relevant national guidance and/ or policy manuals on procurement are also desirable.

Duration and mode of delivery

This course will be delivered through a combination of workshops and self-directed study. The SVQ units will ensure a blend of academic theory and practical application. This will allow you to generate evidence of your knowledge and vocational competence.

CIPFA will introduce each unit in a one-day workshop that will give you the opportunity to understand the core content and engage in scenarios relevant to the unit.

To receive the Group Award, you must pass all six mandatory units plus two optional units.

Assessment and accreditation

The PDA is a certified SQA Group Award qualification which is graded at SCQF level 8.
