Throughout 2018, there will be the transfer to the universal credit full service which will impact on local authorities. In addition, the changes to universal credit and housing benefit announced during autumn 2017 will require local authorities to prepare new processes and to develop and deliver additional support services.
This series of CIPFA Benefits and Revenues Service (CBRS) benefits events, examines the detail and impact of the announcements and new legislation introducing the various changes as well as identifying the support services required to be delivered as the process of transition from the live universal credit service to the full service progresses.

2018 is likely to be a very busy year for local authority benefit services, involving a great deal of change and preparation for those changes.
The first session examines the welfare reform announcements made during autumn 2017 and discusses the detail and implications of these changes and the legislation bringing them into effect including the changes relating to:
The second session then builds on issues raised in session one by examining the progress of and reaction to the development of universal credit and the wider welfare reform process and considers the impact on local authorities and their preparations for roll out of the full service, including the provision of personal budgeting and other support services to universal credit claimants in full service areas.
After lunch, the third session provides the latest details of the 2018/19 annual uprating of benefits and the 2018/19 benefits subsidy and grant payment arrangements for local authorities.
The day finishes with a a round-up of the implementation and impact of the other welfare reforms including the details and implications of the proposals for funding supported accommodation, the future of council tax support schemes and recent caselaw affecting the welfare reforms.
