Following the success of these event previously, this series once again allows the opportunity for revenues and accounting delegates to work together and consider their respective and combined roles and responsibilities in completing the NNDR 3 2017/18 form and the subsequent accounting implications.

About this event

This event is an opportunity to review and share the lessons learned from the previous years before working section by section through the NNDR 3 2017/18 form. We will consider how each section should be completed and what the accounting implications are. We will also consider the remaining implications from finalising the NNDR 3 entries such as the collection fund surplus/deficit, safety net and levy calculations, and briefly the requirements for pooling and 100% BRR pilot authorities.

Alongside this series, events on Understanding and Using the FAN Collection Fund Accounting Model (NDR and council tax) will be offered. These models are spreadsheet-based toolkits developed by FAN to assist practitioners with accounting for the collection fund and its general fund implications.  

Who should attend?

Anyone new to collection fund accounting for 2017/18 or requiring a refresher:

  • accounting/revenue practitioners with a hands-on role in in the completion of the NNDR 3 2017/18, production of the Collection Fund for Business Rates and subsequent general fund accounting
  • accounting/revenue practitioners who may be responsible for undertaking a quality assurance approach on the NNDR 3 completion and/or subsequent accounting.

Speaker - Adrian Blaylock - Lead Revenues Advisor, CIPFA

Adrian Blaylock

Adrian has more than 23 years' experience in the revenues area of local government. During this time he covered all aspects of revenues, including customer service, training and development, recovery, court officer, benchmarking, statistics, and the completion of all returns as well as performance monitoring. His role for the last 12 years has been principal revenues officer, contributing to the management of the revenues team, mainly focusing on non-domestic rates. He developed the forecasting methodologies for loss on appeals and analysis of VOA data for the Doncaster MBC.

He has been an active CBRS participant for many years as well as a contributor to CIPFA’s online forum, TISonline. He was invited to and sat on the consultation group with the VOA for the development of the information sharing protocol.
