The CIPFA Police and Fire Network is pleased to announce two regional events on Developments in Finance for Police and Fire. The events will provide an update on strategic, finance and accounting issues for police forces, OPCCs and fire and rescue services and authorities. We will also consider the Apprenticeship Levy and how it can be used to its best effect.

About this event

We will start the events with an update on strategic and governance issues before focusing specifically on the latest technical finance and accounting issues, including a review of the changes to the 2017/18 financial statements and feedback from the 2016/17 financial statements. In preparation for the deadline for early closing of the accounts, we will consider some key areas to consider in closing the accounts earlier, challenges for practitioners and actions that will help smooth the transition.

We will discuss how to make the most of the Apprenticeship Levy. We will hear from a practitioner from the sector on their experience of the levy so far, discuss possible options and accounting implications with colleagues from other forces, OPCCs and fire and rescue services. Our final session will focus on the potential accounting arrangements for a PCC taking on the governance of a fire and rescue service or moving to the single-employer model.

Speaker - Alison Dewhirst, Police Advisor, Police Network

Alison Dewhirst

Alison has worked in and for policing for over twenty years since her first days as a researcher for City of London Police and has experienced an incredible amount of change in the sector over that time. Alison runs the CIPFA Police and Fire Network, running events and writing publications. She contributes to the CIPFA Police Panel and works closely with CIPFA policy and technical colleagues on police accounting issues.

David Ellis

David joined CIPFA in July 2012 as a FAN advisor, after a 30-year career in local government, spending several years as chief accountant with key responsibilities for the statement of accounts.
