Sean Nolan, Director of Local Government at CIPFA, said: “The National Audit Office (NAO) has highlighted some significant concerns with the progress towards implementing 100% local retention of business rates, not least because of the volume of work that remains and the shortage of capacity to achieve it.
“The long-term opportunities for local government come with a number of short-term challenges and it is crucial that the risks, challenges and trade-offs are fully assessed if the reform is to succeed. It is not simply a technical matter, but represents a step-change in how all our vital local government services will be funded in future.
“Given this is a headline policy for the government and that the 2019/20 deadline is looming, CIPFA shares the NAO’s concerns and trusts ministers will take on board the recommendations as soon as possible.”
