If a council provides a payroll service to a third party client it will be standard rated. How do you treat a one-off recharge of an extra contribution for an individual employee. If it's not part of the service and you are recharging what you've incurred would you still add VAT?

There is no service here. It is simply an additional contribution to reflect the higher anticipated cost of providing the pension to the employee. The charge is therefore outside the scope of VAT.
