Please see attached HMRC questionnaire on the topic of electric vehicles, which has been discussed at the CIPFA VAT Committee. Send your responses when ready to HMRC (email address is provided in the attached document).

I have had a question where the employee has a fully electric vehicle and charges it at home, can the employee be reimbursed and the VAT be reclaimed by the council? If so what evidence could we use to back up the recovery of VAT. Many thanks

I would expect the employee's electricity supplier will provide them with a VAT invoice - would that be your evidence for recovery? Albeit the amount of VAT you could recover would be very small - domestic Electricity is likely to have 5% VAT

Also, unless you have agreed an alternative rate with HMRC, the Advisory Fuel Rate for electricity is only 4p per mile. So at the 5% rate, there's only 0.19p per mile VAT involved.
