Interested to know if any social housing provider ever reassess the 1999 valuations used in formula rent calculations to reflect changes in properties (e.g. installation of double glazing or full central heating or when the property is extended) or have the values been held at the the same level?

No, the 1999 valuations are fixed (somewhat arbitrarily). For any new (or substantially altered) properties for which you need to set a new rent, you'll have to ask your valuers to provide a 1999 valuation!
