CIPFA works with governments, accountancy bodies, donors, the wider development community and others to improve public financial management (PFM) around the world.
This page presents CIPFA’s main international activities. The focus is on professionalisation (the establishment of a recognised Public Financial Management profession represented by a professional body with specific characteristics and capabilities). In particular we provide Public Financial Management professional qualifications (our suite of international qualifications has recently been updated), support the implementation of International Public Sector Accounting Standards (IPSAS) and provide short course training in PFM. CIPFA is the only global accountancy body with special interest in the public sector and as such is much in demand to support the work of the International Federation of Accountants (IFAC). CIPFA’s Chief Executive is a Technical Adviser at the IFAC Board and CIPFA staff and members chair and provide techncial support to many IFAC Committees.
CIPFA staff and members are active on the public sector and training committees of FEE, the Federation of European Accountants.
CIPFA works with the Centre for Accounting Studies, the Lesotho Institute of Accountants and the Government of Lesotho to deliver public sector professional qualifications training in Lesotho (now in its fourth phase). Additionally we have provided the LIA with capacity development in a programme supported by the World Bank.
CIPFA works with a number of key partners in Nigeria: the Institute of Chartered Accountants of Nigeria (ICAN), the Accountant General, the Federal Training Agency of the Ministry of Finance and the Auditor General with the support of the World Bank. With their assistance CIPFA is developing a joint qualification in public financial management and is also working on a strategy and plan for the professionalisation, initially at federal level. Nigeria can provide regional leadership in professionalisation for other African countries.
CIPFA works with the US-based Government Finance Officers Association (GFOA) to adapt CIPFA’s Financial Management (FM) Model for use in North America.
CIPFA has a dual designation arrangement with CMA (Canada).
CIPFA prepares to work with the Controller General to enhance audit capacity.
CIPFA seconds Chief Financial Officer expertise through DFID.
CIPFA has a tripartite agreement with the Institute of Chartered Accountants in Australia (ICAA) and the New Zealand Institute of Chartered Accountants (NZICA) to deepen support for public sector accountants in the Asia-Pacific region. We also work closely with CPA Australia on mutual public financial management issues.
CIPFA is about to start professional training support is part of a consortium engaged by the World Bank to develop capacity of the Office of the Auditor General.
In Kazakhstan CIPFA trains local trainers in its Certificate in International Public Sector Financial Reporting (a joint venture with the Institute of Chartered Accountants of England and Wales)
CIPFA works in partnership with the Institute of Chartered Accountants of Sri Lanka (ICASL) to develop a joint qualification, membership arrangements and train trainers in public sector accounting standards.
CIPFA trains staff of the European Court of Audit and the European Commission (DG Budget).
CIPFA works closely with the Kosovan Ministry of Economy and Finance to improve internal audit skills. CIPFA and partners developed an intensive, modular programme designed specifically for internal auditors in Kosovan government departments, with EU funding. CIPFA also works with SCAAK the Kosovan Professional accountancy organisation on training and professional issues.
In Albania, Croatia, Slovenia, Macedonia, Moldova and Kosovo CIPFA works in partnership with the Center of Excellence in Finance (based in Slovenia who provide a focal point for PFM in the region) to deliver qualifications tailored for students in South Eastern Europe, including the Public Accountants Certification Training (PACT) and Training for Internal Auditing in the Public Sector (TIAPS).
