The Prudential Code for Capital Finance in Local Authorities

21-09-2021

CIPFA consulted earlier in the year on the principles to support the changes to the Prudential Code for Capital Finance in Local Authorities (Prudential Code) and the Treasury Management in the Public Services Code of Practice and Cross-Sectoral Guidance Notes (Treasury Management Code).

We were pleased to receive over 100 responses to each consultation. CIPFA's summary of the consultation outcomes to the Prudential Code responses is available in the document the Prudential Code for Capital Finance in Local Authorities Consultation responses and proposed changes.

The consultation documents on these pages expedite the changes and include:

  1. Draft Prudential Code (please note, tracked changes have been used here to show the proposed amendments)
  2. Early Guidance on Investment Categories
  3. Early Guidance on why authorities should not borrow to invest
  4. Local Authority Investment Classes Mapped to the Main Regulatory Requirements
  5. Prudential Code consultation document including consultation questions

This consultation will close on 16 November 2021. Please send your responses to policy.technical@cipfa.org
