Special Educational Needs

This benchmarking club focuses on children with special educational needs (SEN). High-cost placements are compared along with demographic comparisons for all SEN pupils. The analysis now consists of three key sections: Demographic analysis by type of need, Cost per pupil per week for children in independent schools, and SEN transport.

What are the aims of this exercise?

The club is aimed at finance managers, service managers and commissioners.

This benchmarking tool is to help local authorities and others make comparisons of SEN funding for children and young people who need extra support at school or college, or for those in alternative provision. Alternative provision is for children who can’t go to a mainstream school. 

In addition to making comparisons between local authorities, this exercise can help inform your strategic review of provision for children and young people with SEN. The benchmarking data will be updated annually when new data set questionnaires are returned and reports published.

This aims of this exercise are:

  • To provide cost comparisons allowing users to check that the prices they are paying are in-line with those that other authorities pay. To glean information for these comparisons, we ask for detailed placements information including age, gender and type of need.
  • To address questions such as: What proportion of ASD pupils do other authorities educate in mainstream schools? Is it unusual that the majority of our VI pupils are in independent, non-maintained special schools?
  • To encourage subscribers to consider the differences in methodology when approaching pupils with specific needs, and reach out to authorities that have adopted an alternative approach.
