Rugby is one of the fastest-growing towns in the country. At the Borough Council, we’re proud to support the people, businesses and communities who call it home. From service transformation to exciting commercial developments, our strong financial position enables us to make decisions that benefit everyone. As our Financial Services Manager and Deputy s151, you’ll oversee the management of financial resources – and contribute towards Rugby’s bright future.

About you

You’ll lead by example as you manage our Financial Services function. From the production of financial strategies and the implementation of an ambitious commercial approach, to recommending new income generating areas and leading the completion and production of the Statement of Accounts – you’ll play a crucial role in financial activities across the Council. You’ll have at least five years’ experience in a professional finance environment, preferably within the public sector. Your expertise will be key to ensuring not only sound financial management, but the delivery of value for money services in line with the Council’s priorities.

In addition to your knowledge of local government accounting, you’ll understand the political structure and environment in which we work. This will be supported by your awareness of current legislation, which you’ll ensure remains up-to-date as you implement accounting processes that meet new requirements. And, you’ll act as our Deputy Section 151 Officer under the Local Government Act 1972. You’ll ensure council members and officers are given high quality, strategic advice and direction on policies, standards and practices. In doing so, you’ll enable timely and well-informed decision making.

As an experienced manager, you’ll support, encourage and motivate those around you. You’ll create a constructive work environment where teamwork and strong working relationships thrive. As the overall technical lead for Financial Services, you’ll ensure technical competence is maintained and the council adheres to the CIPFA code practice. And, you’ll represent Financial Services at meetings and presentations, where you’ll provide advice, assistance and guidance to officers and Councillors. So, you’ll know how to communicate technical information clearly and concisely at senior levels.

What we’re looking for

To join, you’ll need to be a fully-qualified member of one of the five accountancy institutes in CCAB or CIMA (preferably CIPFA). In return, you’ll receive a competitive salary and benefits as well as enjoying a positive work-life balance. We have an agile working policy, allowing colleagues to work from home and/or in the main Town Hall building. This is a fantastic opportunity for an aspiring leader looking to gain experience, or an experienced manager looking to bring something new to our Council and Borough.
