This is an opportunity to join a well-resourced finance function and a successful local authority. Tower Hamlets has sizeable balances and reserves, plus an exciting capital programme that includes major plans for housebuilding. However, we need to strengthen our team to enable the successful delivery of our new strategic plan. Your expertise will be essential as the council undergoes large-scale transformation and responds to the challenges and opportunities post-COVID-19. As head of strategic finance for health, adults and community services, you and your team will have a critical role to play in our future.

It takes smart strategic planning to run efficient adult services and, as head of strategic finance, you’ll help to deliver the necessary resources. A key member of the financial leadership team, you will deputise for the divisional director and help senior leaders with commercial negotiations. You’ll also identify sound ideas that will help us make the most of alternative approaches to service delivery. Since innovative thinking is important, you’ll broaden your insight by building networks within the council and across the wider public sector. This input will also help you to advise and represent the Section 151 officer, lead a high-performing finance team and uphold high standards of governance.

We’re looking for a CCAB/CIMA-qualified accountant (preferably CIPFA) with an expert grasp of strategic financial management. Ideally, you’ll have worked with regulatory accountancy frameworks before, preferably in Adult Services. With this background, you’ll know how to appraise projects financially, improve value for money and give clear, strategic advice. Crucially, you will identify innovative means of financing large-scale services and, with this expertise, comes the ability to lead council-wide cultural change. A skilled team manager with excellent people skills, you’ll quickly win the respect of your team, peers and other senior leaders.
