CIPFA Corporate Services Benchmarking Club 2019 - Terms and conditions

1. Commencement and term

Club membership is provided on an annual subscription basis; the subscription period starts on the 1st April this year. We have altered this from last year (1st February), to better reflect the survey cycle. Payment for the subscription will be due on presentation of a valid invoice.

Membership may be available at CIPFA's discretion for organisations wanting to join after the deadline for the return of club data and this may be subject to a price surcharge.

2. Subscription fees and renewal

The annual subscription will be automatically renewed for each club on 1st April each year unless prior notification of cancellation or change of membership is received in accordance with section three below.

You will receive notification of your subscription renewal by email at least 20 days before the renewal date.

3. Cancellation

Should you wish to cancel or amend your subscription renewal, CIPFA must receive notice of your cancellation or amendments by e-mail before 29 March. A member may cancel the subscription mid-term but fees are not returnable. All cancellations should be addressed to benchmarkingsubs@cipfa.org.

4. Subscription fees

Subscription fees will be subject to an annual price review. All fees and charges as stated are exclusive of VAT. VAT at standard rate will be added to the stated fee when the invoice is raised.

5. The Product

Members will receive:

  • Benchmarking questionnaires
  • Draft reports comparing performance with other members
  • Final reports comparing performance with other members
  • Final report comparing performance with self-selected members
  • Club database
  • Interactive report tool enabling further analysis
  • Club scrapbook (where applicable)
  • A helpline and contact service.

6. Returning late data or no data

Data received after the deadline for the return of club data will be processed at CIPFA’s discretion.

Where data is so late that the other club members have not been able to benefit from it, the only report issued will be the comparison against all members. The club database, interactive report tool and club scrapbook will not be available. Existing club members will be informed of the new data for analysis purposes.

Authorities need return data to receive data. Partial supply of data may also result in a reduced service. No outputs will be available if you do not contribute valid data for that club.

7. Data confidentiality

By returning data, members will be deemed to have authorised CIPFA to make their data available to other club members.

Club members should not divulge data about other club members to anyone but immediate colleagues. Under no circumstances should data be passed on to third parties.

CIPFA reserves the right to use data from this exercise to inform other work and data may be made available to third parties on an anonymised basis. However, an individual organisation's data will not be publicly identified without prior permission.

8. Club contact

Each subscriber should designate a contact for each club for which they will be providing data, who must be an employee of the organisation.

Where the area being benchmarked is outsourced, or is part of a partnership arrangement, under no circumstances should data that names, or can be used to identify, other members be made available to employees of the contractor or partnership.
