The CIPFA Accredited Counter Fraud Specialist (ACFS) qualification is specifically designed for practitioners whose work roles are concerned with counter fraud and anti-corruption activities.
It is a professional qualification and the core syllabus is set by the Counter Fraud Professional Accreditation Board in conjunction with the University of Portsmouth’s Centre for Counter Fraud Studies.
This ACFS course refers specifically to Scottish legislation and sources of law.

The programme focuses on economic crime, creating an anti-fraud culture and the collection and presentation of counter fraud intelligence and evidence, to a criminal law standard. As well as fraud, it includes detailed examination of bribery, corruption and money laundering offences and features case studies drawn from across the public services.
The ACFS will take you through the investigation process step by step, using real-time exercises. It will give you the essential skills, knowledge and confidence to lawfully manage investigations and to create an anti-fraud culture within your organisation.
Each of the programme modules listed below are also offered as short four or five-day courses, allowing you to update skills in specific counter fraud areas without needing to complete the full qualification. This qualification is for anyone working in the public services with responsibility for managing and investigating fraud, who wants to increase their knowledge and boost their career prospects by gaining a formal counter fraud qualification that is recognised as the industry standard for counter fraud practitioners.
You will be assessed via a combination of exams and written assignments, as well as practical roleplay exercises and your ability to conduct a real-time investigation.
When you have successfully completed the qualification, you will be accredited by the Counter Fraud Professional Accreditation Board. You will also be awarded the title ‘accredited counter fraud specialist’.
You will be eligible to apply to go onto the Professional Register of Counter Fraud Specialists held by the Counter Fraud Professional Accreditation Board. Those on the register can use the title of ‘professional accredited counter fraud specialist’ and will need to complete 90 hours of CPD training to maintain their status.
The ACFS is worth 60 Level 4 credits at a higher education institution, which counts as advanced learning and attracts exemptions from the courses offered by the University of Portsmouth’s Centre for Counter Fraud Studies and others.
