About this event

To help protect the public purse through the prevention, detection and recovery of fraud, the CIPFA Counter Fraud Centre has developed the CIPFA Accredited Counter Fraud Technician (ACFTech) qualification.

The course focuses on fraud awareness, how to gather evidence and how to obtain information without prejudicing any later investigation. It also provides a solid grounding for those who wish to go on and study the CIPFA Accredited Counter Fraud Specialist (ACFS) qualification.

Accreditation

The qualification is accredited by the Counter Fraud Professional Accreditation Board. On completion, you will be awarded the title of ‘Accredited Counter Fraud Technician’.

The ACFTech is worth 20 Level 4 credits at a higher education institution, which would count as advanced learning and attract exemptions from the courses offered by the University of Portsmouth’s Centre for Counter Fraud Studies and others.

This qualification is ideal for counter fraud technicians or analysts, desk based investigators and for anyone in a position to spot fraud at an early stage. It is also ideal for those considering a career in counter fraud.

Course outline

The course will cover:

  • an overview of the civil and criminal justice systems
  • understanding legislation and case law
  • exhibit handling and digital evidence
  • fraud and other acquisitive crime offences
  • the Human Rights Act
  • the Criminal Procedure and Investigations Act and disclosure
  • the Police and Criminal Evidence Act
  • the Regulation of Investigatory Powers Act
  • whistleblowing, data protection and intelligence
  • investigation case management
  • bribery
  • interviewing and witness statement writing.

Duration

The CIPFA ACFTech is completed over 13 days. This includes:

  • three days of pre-course, self-directed learning
  • five consecutive days of classroom learning
  • five days to complete post-course assignment.

Assessment

Candidates will be assessed via a combination of exams and written assignments.

On successful completion of the programme, you can apply for CIPFA Affiliate membership. If you’re not already a CIPFA member, this is a great way to access a wealth of resources and networking opportunities.
