We will focus in this workshop on the supervision and governance and ensuring implementation can be achieved in line with regulatory requirements.

Who should attend?

This event is exclusively for board and committee members and will provide the latest LGPS training on McCloud implementation and opportunities for discussion and ask your questions to experts.

How will I benefit from attending?

We will examine the impact on members and administration, delving into the areas of work required to implement the changes (data collection, benefits review/rectification for leavers, member communication, changes to ongoing administration, systems changes) along with programme management, governance and funding and accounting issues. You will also have the opportunity to ask our experts questions on McCloud in a Q&A session.

The aim of this session will be to enable members have to latest advice on supervision and governance and ensuring implementation can be achieved in line with regulatory requirements.

The changes present a significant challenge to funds and to employers, not least of which will be a major data collection exercise to enable the final salary under-pin to be calculated.

Speaker - Richard Lloyd-Bithell

Richard Lloyd Bithell

Richard began his career in local government and has over 7 years’ public sector experience. Richard formerly worked as a principal accountant managing a treasury and technical accounting team, and has gained broad and detailed experience in treasury, pensions, banking and accounting, before joining CIPFA in 2019. As CIPFA Advisor for Pensions and Treasury Management, Richard runs networks on both subjects, providing advice and support for officers and members and facilitating events across the country to promote best practice and the latest guidance. Speaker - Chris Darby FIA, Senior Consultant

Chris Darby

Chris graduated from the University of Southampton with a degree in Mathematics and qualified as an actuary in 2007. Chris has 19 years of pensions related experience, with over 12 years as a pensions consultant. Chris first joined Aon in 2006, working with the Public Sector Team and providing advice to a number of administering authorities. He left Aon in 2012 to gain wider experience working in the Life Insurance sector with a focus on pensions related business. This included lead roles in auto-enrolment strategy, the review of legacy pension charges, group pensions pricing strategy, developing bulk annuity insurance reporting methodology, and regular financial reporting activities for funds in excess of £50bn. Chris re-joined the Aon Public Sector Team in 2017 and now advises both administering authorities and participating employers across the LGPS. In addition to his client work Chris also has recent experience delivering key projects in relation to the LGPS, including the SAB's review of Tier 3 employers’ participation in the scheme, as well as supporting CIPFA with the update of its guidance on Managing Risk in the LGPS. Chris is also a member of the SAB’s Tier 3 working group

Speaker - Virginia Burke, Senior Public Sector Pensions Consultant, AON

Virginia Burke

Virginia has 30 years' experience working with defined benefit pension schemes, beginning her career in the private sector. She has spent the latter half of her career working with public service pension schemes, with key roles focusing on the LGPS, Police and Firefighters, NHS and Civil Service. Virginia joined Aon in March 2020 as Senior Public Sector Pensions Consultant leading Aon's "McCloud" services for public sector clients. She is a member of the LGPS Scheme Advisory Board's McCloud Implementation Group. Virginia has carried out a wide variety of roles over her career, allowing her to understand the differing viewpoints of parties involved in pension schemes. Her experience includes: Pensions Manager for Lothian and Borders Police; Pensions Officer for the British Medical Association; Senior Pensions Consultant for Hymans Robertson, during which time she provided high earner tax services for police officers, implemented public service pension reforms for the Isle of Man Government and was seconded to HM Treasury to provide guidance during the design stage of the 2014/2015 public service pension reforms; Executive Director at MyCSP, designing the implementation programme for the introduction of the new Civil Service alpha scheme in 2015. More recently Virginia was with ITM, specialising in data services to the LGPS. Virginia is a Fellow of the Pensions Management Institute and former Chair of the Scottish Regional PMI Group. She is a regular speaker at LGPS conferences.
