In order to support administering authorities in considering their response to the consultation and in beginning to plan for the implementation of the new legislation, CIPFA and Aon are hosting a session on McCloud. This session will assist with the magnitude and complexity of the work required to implement the changes, and with the planning and formulation of a consultation response.

MHCLG has released a 12-week public consultation on proposals to amend the LGPS to remove the unlawful age-discrimination that arose from the protections associated with the introduction of the 2014/2015 scheme reforms and which were successfully challenged in the McCloud case. Join CIPFA and Aon Hewitt as we explore the significant challenges posed to administering bodies and to employers in this free to subscribers webinar.
The changes present a significant challenge to administering authorities and to employers, not least of which will be a major data collection exercise to enable the final salary underpin to be calculated.
As well as changes to ongoing administrative systems, processes and communications, the recalculation of leavers' benefits represents an enormous task, covering retirements, deferred leavers, deaths, transfers and trivial commutations. It is therefore vital that administering authorities, employers and other affected parties consider responding to the consultation.
We will also be running training sessions after this webinar to dive deep into these issues and how to face them.
Richard began his career in local government and has over 7 years’ public sector experience. Richard formerly worked as a principal accountant managing a treasury and technical accounting team, and has gained broad and detailed experience in treasury, pensions, banking and accounting, before joining CIPFA in 2019. As CIPFA Advisor for Pensions and Treasury Management, Richard runs networks on both subjects, providing advice and support for officers and members and facilitating events across the country to promote best practice and the latest guidance. Chris graduated from the University of Southampton with a degree in Mathematics and qualified as an actuary in 2007. Chris has 19 years of pensions related experience, with over 12 years as a pensions consultant.
Chris first joined Aon in 2006, working with the Public Sector Team and providing advice to a number of administering authorities. He left Aon in 2012 to gain wider experience working in the Life Insurance sector with a focus on pensions related business. This included lead roles in auto-enrolment strategy, the review of legacy pension charges, group pensions pricing strategy, developing bulk annuity insurance reporting methodology, and regular financial reporting activities for funds in excess of £50bn.
Chris re-joined the Aon Public Sector Team in 2017 and now advises both administering authorities and participating employers across the LGPS. In addition to his client work Chris also has recent experience delivering key projects in relation to the LGPS, including the SAB's review of Tier 3 employers’ participation in the scheme, as well as supporting CIPFA with the update of its guidance on Managing Risk in the LGPS. Chris is also a member of the SAB’s Tier 3 working group
Virginia has 30 years' experience working with defined benefit pension schemes, beginning her career in the private sector. She has spent the latter half of her career working with public service pension schemes, with key roles focusing on the LGPS, Police and Firefighters, NHS and Civil Service.
Virginia joined Aon in March 2020 as Senior Public Sector Pensions Consultant leading Aon's "McCloud" services for public sector clients. She is a member of the LGPS Scheme Advisory Board's McCloud Implementation Group.
Virginia has carried out a wide variety of roles over her career, allowing her to understand the differing viewpoints of parties involved in pension schemes. Her experience includes: Pensions Manager for Lothian and Borders Police; Pensions Officer for the British Medical Association; Senior Pensions Consultant for Hymans Robertson, during which time she provided high earner tax services for police officers, implemented public service pension reforms for the Isle of Man Government and was seconded to HM Treasury to provide guidance during the design stage of the 2014/2015 public service pension reforms; Executive Director at MyCSP, designing the implementation programme for the introduction of the new Civil Service alpha scheme in 2015. More recently Virginia was with ITM, specialising in data services to the LGPS.
Virginia is a Fellow of the Pensions Management Institute and former Chair of the Scottish Regional PMI Group. She is a regular speaker at LGPS conferences.
