Event summary

The recent changes in government with a new Prime Minister and cabinet could impact on universal credit and the wider welfare reform programme. The small government majority and continuing concerns over the design and impact of universal credit mean that nothing can be guaranteed and further changes are inevitable.

This series of CBRS benefits events will provide an update on the welfare reform process as far as it impacts on local authorities, concentrating on universal credit, housing benefit and local council tax support.

About this event

The morning sessions will concentrate on the changes to universal credit, starting with an update on the managed migration pilot and the wider managed migration process followed by a summary of the ongoing issues with universal credit, its impact and the proposals and recommendations for further changes.

The afternoon sessions will provide an update on issues relating to housing benefit and its links with universal credit, followed by a round-up of issues relating to the design of local council tax support schemes (CTS) and other welfare reform issues.

 Those local authority staff involved in the policy development and management of benefits services and other organisations with an interest in the local delivery of benefit services.

How will I benefit?

Delegates will:

  • be aware of the latest information on the development and roll-out of the government’s welfare reforms and universal credit and how this may impact on local authorities’ services and costs
  • be updated with the latest policy announcements and case law
  • gain an understanding of the impact of universal credit and other welfare reforms on local services
  • develop an awareness of the issues relating to universal credit managed and natural migration and their impact on local benefit services and claimants
  • identify how those services will need to develop and change in order to provide effective support services to benefit recipients.

Sheldon Wood

Sheldon has 16 years' local government experience, including as Principal Benefits Officer at Sheffield City Council, where he managed the service and implemented major changes to the council's benefits administration. He joined the CIPFA Benefits and Revenues Service (CBRS) in 2003 and has trained and advised members of the team on all aspects of benefits legislation and local authority benefits service administration, focusing on the changes required as a result of successive government welfare reform policies and change programmes.
