About this event

With many Private Finance Initiative (PFI) contracts coming to an end from 2025, this course, also known as the Certified PPP (P3/PFI) Practitioner (complex contracting) Foundation Level, focuses on building an understanding of Public-Private Partnerships (PPP)/ PFI theory and PFI operational and expiry.

The course is delivered over two days from the UK and will be taught via virtual classroom. It is aimed at the wide range of public sector professionals involved in PPP arrangements at any stage in the PPP lifecycle, including operations and exit. Full course details can be found here.

CERTIFIED PPP/P3 PROFESSIONAL (CP3P) TRAINER FOR CIPFA Mark recently joined Grant Thornton to lead their work on PFI efficiencies/expiry, continues as a trainer for CIPFA and sitting on various CIPFA boards. Mark has over 25 years’ experience working as an auditor, advisor and consultant across most areas of Public Services. He trained as a Chartered Accountant with a predecessor firm to Grant Thornton, worked for a Big4 firm then a global consultancy and has been running his own advisory business recently. He has over 20 years’ experience of working on PFI/PPP arrangements, including set-up, amendment, operational efficiency and expiry. Mark was involved in developing and then piloting the Certified PPP/P3 Professional accredited training course in East Africa and the Middle East. While this course was primarily designed for emerging PFI markets, it is very useful in the UK to build PFI understanding particularly of the private sector motivations and in relation to the full PFI lifecycle, including PFI efficiencies and PFI expiry. Mark has delivered the CP3P course combined with HMT’s Better Business Case course to PFI teams in MOD, MoJ (Justice) and the security sector. Mark is also a very experienced HMT Better Business Cases (BBC) practitioner and trainer. He has trained over 500 Public Servants through the BBC accredited training, including leading the business case training on the Cabinet Office’s Project Leadership Programme. In Autumn 2020 Mark led the training workstream on the HM Treasury’s Green Book review. His involvement with CIPFA, work on the Green Book review and historic role leading the Public Sector Industry training programme for a Big4 accountancy firm demostrate his passion for upskilling teams and experience in delivering training.
