COVID-19 has changed the world in many ways. But the starkest and longest-lasting effect might be how it has highlighted environmental, social and governance (collectively referred to as ESG) challenges for society today.
The early months of lockdown saw dramatic satellite images showing what a world freer of pollution might look like as we stayed home, even as dramatic heatwaves, wild forest fires and melting glaciers have since reiterated the damage already caused by humans. The economic fallout and the differential impact have starkly illustrated inequality in society, unequal outcomes and the challenges of building diversity. Alongside, they have all highlighted the gaps in governance that need to be filled if we are to move past debate to effecting lasting change.
Over two-thirds of councils have declared a climate emergency to date, while many institutional investors, including the LGPS, have begun to focus in on ESG. That is a wonderful start. The key question now is how best to reflect this in the investment portfolio and how to tangibly measure as well as monitor the investment ESG profile going forward. Join us as we consider how best to integrate these key focus in our portfolios.

Dr Bob Swarup, Principal at Camdor Global Advisors, will discuss the practicalities of implementing ESG, examining areas such as data, due diligence, ESG ratings and monitoring. We will also discuss key areas of growing interest for local authorities such as renewables, supporting small businesses and impact investing, examining how local authorities can integrate key goals into the portfolio whilst achieving financial returns and generating income for the balance sheet.
Richard began his career in local government and has over 7 years’ public sector experience. Richard formerly worked as a principal accountant managing a treasury and technical accounting team, and has gained broad and detailed experience in treasury, pensions, banking and accounting, before joining CIPFA in 2019. As CIPFA Advisor for Pensions and Treasury Management, Richard runs networks on both subjects, providing advice and support for officers and members and facilitating events across the country to promote best practice and the latest guidance.
