The CIPFA Benefits and Revenues Service (CBRS) provides an annual series of benefits subsidy events on the arrangements for the housing benefit subsidy calculation and the completion of the housing benefit subsidy claim form. This short series of events addressing the 2017/18 subsidy claim will run during the first week in April.

About this event

The events will provide fully updated and comprehensive information on the subsidy claim arrangements for the 2017/18 financial year. They will use the subsidy claim form as the framework for a comprehensive analysis of the overall housing benefit subsidy arrangements, including identifying those areas contributing most to subsidy loss and therefore costs to local authorities. They will also consider suggestions on how to minimise such costs.

The events are aimed at those involved in benefit claim administration who require a more detailed understanding of issues relating to housing benefit subsidy as well as at those who are responsible for completing the subsidy claim, and/or authorising/auditing it.

  • those involved in benefit claim administration who require a more detailed understanding of issues relating to housing benefits subsidy arrangements
  • those local authority managers responsible for completing the subsidy claim
  • those with responsibilities for authorising/auditing the benefits service.

How will I benefit?

Delegates will receive details of:

  • the different types of government payments to support the payment and administration of housing benefit claims
  • the overall structure of the subsidy claim
  • the main areas of the subsidy claim including benefit types, incentive and penalty areas, special rules and the changes made to the process from last year’s claim
  • each of the individual cells on the subsidy claim form identifying the value that is required to be entered, the source of that data and its effect on the overall subsidy claim
  • the main areas of lost subsidy creating costs to local authorities and how to minimise those costs.

Sheldon Wood

Sheldon has 16 years' local government experience, including as Principal Benefits Officer at Sheffield City Council, where he managed the service and implemented major changes to the council's benefits administration. He joined the CIPFA Benefits and Revenues Service (CBRS) in 2003 and has trained and advised members of the team on all aspects of benefits legislation and local authority benefits service administration, focusing on the changes required as a result of successive government welfare reform policies and change programmes.
