Who should attend?

This course is aimed at local authority finance staff working in housing finance and specifically in the HRA in England, providing them with essential updates on the key changes and developments in government policy, regulation and accounting that impact directly on their roles.

How you will benefit

The training will provide attendees with updates on:

  • The latest changes in government policy and regulation and how they impact on the Housing Revenue Account in practice.
  • Changes in the technical accounting requirements for the HRA, including capital receipts pooling, right to buy receipts consultation, the Item 8 Determination and the accounting for depreciation for HRA assets.
  • The prospects for development and regeneration in the HRA, exploring through a case study approach some of the options available to authorities to fund development and the factors that must be considered when evaluating those options.
  • The options available to invest in the HRA following removal of the self-financing debt cap in October 2018.

Speaker - David Ellis

David Ellis

David joined CIPFA in July 2012 as a FAN advisor, after a 30-year career in local government, spending several years as Chief Accountant with key responsibilities for the statement of accounts. E: david.ellis@cipfa.org, T: 01502 584395.

Speaker - Steve Partridge

Steve is a senior leader and highly regarded national expert in housing finance with over 25 years’ experience in public and private sectors in business planning, investment appraisal, financing and the development of new homes. Steve specialises in working with housing providers to build their financial capacity, to assess options for, and then implement the delivery of, new and better housing through all routes: including “traditional” public and private finance, new housing companies and Joint Ventures, and innovative ways to bring new sources of private finance into affordable housing. He is working with a number of local authorities to develop ambitious plans for investment in new homes since the legislative changes of 2018.
