About this event

This course aims to give you an introduction to this complex and increasingly important area of local government accounting, from the principles through to the detailed accounting entries using a worked example.

The sessions will explore the constituent elements of the council tax and business rate control accounts, the subsequent calculation of collection fund surplus/deficits and statement presentation, and the implications for the general fund.

Who should attend?

The events are designed to aid practitioners in English local authorities with their understanding of the code of practice and legislative requirements for collection fund accounting and putting this into practice. It is aimed primarily at billing authority practitioners who haven't done collection fund accounting before, those who may only have done it pre 2013/14, or those who require a refresher but will also be of interest to precepting authority practitioners who wish to enhance their knowledge of the subject.

  • improved understanding of how the collection fund works and confidence in applying the code of practice and legislative requirements
  • awareness of the interaction between the revenues system and the collection fund
  • understanding of the impact of estimates in the collection fund process
  • insight into the consequences of collection fund accounting and its interaction with the general fund

Caroline Newman

Caroline has been a Finance Advisory Network advisor at CIPFA since early 2013. Prior to joining CIPFA, Caroline had 15 years practitioner experience at East Riding of Yorkshire Council during which she led the introduction of IFRS and the annual production of the statement of accounts for six years.
