About this event

Evaluating tenders is a critical part of the procurement process, however, recent and costly court decisions have emphasised the importance of maintaining comprehensive notes to explain the decision-making and enable tenderers to scrutinise the marks, or risk the award decision being set aside.

The courts have made it clear that any procurement in which the contracting authority cannot explain why it awarded the scores that it did fails the most basic standards of transparency and will be set aside, even where it has not been shown that the errors wrongly deprived the challenger of the contract. Attend these workshops to provide reassurance that your assessment and moderation processes meet the test for transparency.

Who should attend?

The workshop will support procurement, commissioners, finance, solicitors, project managers, auditors and contract managers who are responsible for putting together tender documents or evaluating responses.

How will you benefit?

Attendees will benefit from:

  • learning practical tips on how to maintain transparent and auditable records of both the moderated score and the reasons on which they are based, as well as ensuring the reasons support the score and are aligned to the award criteria
  • receiving explanations on how contracting authorities can satisfy the duty of transparency by disclosing reasons for their decisions in a clear and unequivocal fashion
  • finding out out how to ensure the assessment panel arrives at a compliant consensus at the moderation meeting
  • clarity on how to record the evaluation process for future scrutiny
  • tips to strengthen your internal evaluation and moderation policies.
