A council’s finances and ability to deliver core services can be significantly impacted by the stability of key partners and alternative delivery models such as companies. This introductory course will provide delegates with illustrative principles to help them:
- Evaluate the financial suitability of potential partners for key collaborative arrangements,
- Monitor the financial sustainability of council owned companies and
- Better spot and report early signs of distress in partners and wholly owned companies.

Speaker - Nick Harvey, Technical Advisor, CIPFA
Nick is the technical advisor for CIPFA's Treasury Management and Pensions Networks. He will be leading on revisions to and guidance on the Treasury Management and Prudential Codes. He will also be advising on the changing pension fund investment landscape, particularly the move towards more diverse and sustainable portfolios.
He has 14 years of experience as a treasury practitioner at principal officer level, as well as five years of experience overseeing pension fund investments and three years of experience managing a banking team. Nick joined CIPFA in 2021.
Speaker - Florence Bastos, CIPFA Public Finance Advisor
Florence is a financial advisor in CIPFA’s Policy and Technical team. She joined CIPFA in 2023, bringing a wealth of experience from her private sector, NHS, and local authority background. Florence’s expertise lies in strategic financial management, which she leverages to improve organisational performance. She also provides financial and commercial insights that facilitate sound investment and contracting decisions in the public sector. Florence qualified as a Chartered Accountant while working in the tax practice at PwC.
