CIPFA and BAE Systems Applied Intelligence partner to help public services in the fight against fraud and cyber attack

The Chartered Institute of Public Finance and Accountancy’s Counter Fraud Centre (CCFC) has announced a new strategic partnership with BAE Systems Applied Intelligence to develop counter fraud and cyber security services and solutions for public services. The partnership aims to revolutionise how public sector organisations can use technology to identify and protect themselves against fraudulent activity and cyber attack.

CIPFA, powered by BAE Systems, will focus their efforts on four key areas:

  • Managing Risk –the creation of a global fraud risk register will be explored to allow for a better understanding of the fraud landscape
  • Fraud Detection – in addition to understanding fraud risks, the partnership will enable public services to utilise advanced data analysis tools to better support the fight against fraud and connect with other authorities facing similar issues
  • Cyber Security – the duo will help public services to better understand cyber threats and to put the right security measures in place
  • Compliance and Anti Money Laundering (AML) –public services will be supported with AML solutions to check the legitimacy of payments and help identify fraudulent activity.

The programme will make innovative technology and best practices more accessible to the public sector, helping to combat criminal activity in an increasingly complex and sophisticated threat landscape.

Rachael Tiffen, Head of the Counter Fraud Centre, commented:

“We are delighted to announce our strategic partnership with BAE Systems Applied Intelligence in an initiative aimed at making new capabilities available to public services to improve their counter fraud and cyber security strategies and better protect the public pound. Since the launch of CCFC last year, we have been looking at ways to create smarter technology that will allow public sector organisations across the UK to co-operate with each other.

“The Institute is particularly excited about the fraud detection capability that is being developed by CIPFA and BAE Systems. Public services are experiencing huge shortfalls as a result of fraud and we hope to be able to decrease this by collecting and sharing data.”

The Institute are holding an event on 3rd March 2015 at their London Headquarters to showcase and share leading edge counter fraud and cyber security solutions to those working in public services.

George Robbins, Senior Director, Commercial Solutions, EMEA from BAE Systems Applied Intelligence, said:

“Supporting the public sector in the fight against digital crime is a key contributor to ensuring that public services resources within the UK are focused where they are most needed and to greatest effect. It is our pleasure to help bring the combination of the focused insight of CIPFA’s Counter Fraud Centre together with innovative technology to bear in the fight against fraud and cyber attack.”

About the Counter Fraud Centre

CIPFA, the global expert in public finance management, launched the CIPFA Counter Fraud Centre (CCFC) in July 2014 to lead and co-ordinate the fight against fraud and corruption across the public services.

Headed by Rachael Tiffen, former Deputy Director of the National Fraud Authority, it is dedicated to helping counter fraud practitioners both here and abroad:

  • Save money by increasing organisations’ ability to detect, prevent and recover losses from fraud.
Protect reputations by providing access to a comprehensive package of tools, training and consultancy to manage and minimise risk.
  • Develop valuable skills by offering new professional qualifications as well as CPD modules that explore the latest counter fraud threats and issues.
  • To achieve these aims, the Centre offers counter fraud practitioners a range of services:
Through a subscription service, the Centre gives organisations across the public services everything they need to effectively combat fraud, including access to expert thought leadership, tools, regular updates on changes in the fraud landscape and the opportunity to share best practice.
  • The Centre is now supporting England’s counter fraud and anti-corruption strategy for local government, Fighting Fraud Locally.
  • The Centre has developed two new qualifications – the CIPFA Accredited Counter Fraud Specialist (CACFS) and the CIPFA Accredited Counter Fraud Technician (CACFT) – which are ideal for those wanting to strengthen their team’s skills, gain a professional qualification or build a new career in counter fraud.
