Responding to COVID-19: insight, support and guidance
CIPFA North West are delighted to be hosting this free online event which is open to all CIPFA members and non-members.
The event will include presentations from Carol Culley (City Treasurer and Deputy Chief Executive, Manchester City Council) and Joanne Pitt, Local Government Policy Manager from CIPFA. Following the presentations, there will an opportunity to engage in a short Q&A session with our presenters on the practical issues of the FM Code.

The Financial Management Code aims to support local authorities in demonstrating sustainable financial management. Summarising the key themes and lessons learned, both speakers will explore the framework of principals and standards as set out in the FM Code and their practical application.
The webinar will be of use to chief finance officers, finance leaders and those charged with developing and maintaining sound financial management in a public sector organisation.
Carol Culley is Deputy City Treasurer at Manchester City Council. She is also a member of the Greater Manchester Devolution Health and Social Care Management Team supporting the proposals and go-live for the devolution of £6.2m of health and social care spend. She has worked in Manchester since 2001, initially as Assistant Director for Social Services Finance, and has experience in a range of areas from the management of performance and ICT functions to working with ADASS and the LGA on previous social care spending review processes.
Joanne Pitt is an experienced local government adviser and has 25 years of public sector experience. Joanne worked in key areas including business rates, welfare reform, council tax and housing before moving to the CIPFA Counter Fraud centre in January 2017.
