Speaker - Mark Wynn, Executive Director of Resources, Lancashire County Council

Mark is the Executive Director of Resources at Lancashire County Council (s151 officer). He has been involved in LGPS activities since he became the responsible officer for an LGPS Fund in 2003 and has been involved in a number of initiatives around the LGPS including pooling and revised governance arrangements. He is the Pensions representative for the Society of County Treasurers and has been a member of CIPFA’s pensions panel and the SAB ‘Investment and Governance Sub Committee’. He is well known to a number of practitioners within the LGPS family. Recently he has been appointed chair of the SAB Compliance and Reporting Committee. He has significant experience of LGPS management and also how these challenges sit within the wider context of the financial and governance arrangements of their Administering Authorities.

Speaker - Councillor Roger Phillips

Before his appointment as Chair of the Scheme Advisory Board, Cllr Phillips was Vice Chair of the board and also chaired the LGA’s UK-wide Local Government Pension Committee. He is a member and former leader (2003 to 2011) of Herefordshire Council and has been a lead LGA member on workforce and pay negotiations since 2007.

He also chaired the LGPS2014 Project Board which brought together employer, employee and government representatives in order to reform the scheme. Cllr Phillips was appointed a fellow of the Royal Society of Arts in 2006.

Speaker - Florence Templeton - Senior Pensions Consultant, ISIO

Florence is part of Isio’s Reward & Benefits team. She focuses on supporting public service clients to engage their members and/or employees in the value of their pension. Drawing on behavioural science and an understanding of how we make decisions, Florence creates engaging content (animated videos, written communications and digital resources) to support a better understanding of pensions. She’s also designed and delivered face-to-face pension seminars to employees, as well as delivering training to HR teams to support them to feel more empowered talking about pensions with their teams. Prior to joining Isio last year, Florence worked as a consultant for the Department for Health and Social Care’s Pension Policy team where, along with a team of behavioural scientists, Florence delivered a piece of qualitative member research to inform the communications approach for the department’s pension communications; insight which she continues to draw on.

Speaker - Nick Gannon, Policy Lead, The Pension Regulator

Nick Gannon

Nick is a Policy Lead in the Regulatory Policy Analysis & Advice directorate at TPR. Nick joined TPR in 2016. He has most recently been working on the development of the new code. He spends the remainder of his time dealing with Public Service Pension Schemes and pension scams. Nick was also heavily involved in the development of the master trust authorisation framework. Prior to joining the Regulator Nick had a varied career in pensions, covering over two decades. In this time, he has developed experience of administration, consultancy, sales, product design and policy.
