This course will provide delegates with an insight into the current financial planning landscape and pressures that are causing concern for those involved in setting a balanced budget. It will examine how strategic planning together with a robust medium term financial plan (MTFP) can help to strengthen the budget setting process. We also explore the balance of responsibility for setting a balanced budget, considering the consequences for those authorities at risk of being unable to do so.

Who should attend?

The programme is aimed primarily at local authority corporate finance staff who have an involvement in setting the budget for their authority.

It would also be useful to those who just want to gain a broader knowledge and awareness of the issues impacting on local authority budgets and how better financial planning can help to inform the decision making process.

Speaker - Jennifer Bevan, Finance Advisory Network Advisor, CIPFA

Jennifer Bevan

Jennifer joined CIPFA in 2022 after working for seven years in local government. She is a CIPFA-qualified accountant who, for the past five years, has been working at Bury Metropolitan Council where she started as a revenue advisor in Public Health and Adult Social Care. From there she joined the authority's closedown and capital teams, with a particular focus on fixed assets and closure of capital accounts.

Her experience also includes working on a number of special projects including transformation, levelling up and land and property disposals scheme. As a CIPFA member, Jennifer is also an active volunteer within the CIPFA North West Region.
