With overspending on adults and social care in excess of £1bn a year, these events provided an opportunity to find ways of bridging the gap, by:
- securing extra funding through building the business case locally and nationally for extra funding through the 2019 Spending Review
- minimising the risk of overspending by adopting and applying the practice of local authorities whose spending is largely in line with budget
- estimating realistic savings from programmes to bend the upward curve of demand and price pressures based on robust delivery of savings elsewhere.
