In September 2017, Her Majesty’s Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS) issued a consultation document on the Force Management Statement Template. In December, during the consultation period, the CIPFA Police and Fire Network held two half-day events on the introduction of force management statements (FMSs) and their implications for annual governance statements (AGSs). These events aimed at identifying how we can dovetail the FMS with the chief constable’s AGS, while also identifying any issues for the PCC’s AGS. How can we get the best out of the new arrangements? What are the issues for finance departments? How can we resolve them? The events materials are attached below. The discussions were summarised into the attached briefing, which I have sent to HMICFRS as part of their consultation process.
