Public bodies frequently collaborate and co-operate with each other,
whether on individual joint projects, or longer-term arrangements. Sharing
resources can be efficient and help everyone involved achieve their common aims
and objectives. Often these co-operative endeavours do not involve any payment
from one authority to another, and there is frequently no desire to enter into
a formal contract.
