On 2 December 2014, the government ordered an independent review into local council tax support schemes. The review was charged with meeting the requirements set out in the Local Government Finance Act 2012, including:

  • to look at whether the schemes are efficient, effective, fair and transparent
  • to consider the schemes' impact on the localism agenda
  • to make recommendations as to whether or not the schemes should be brought within universal credit.
