MHCLG releases council tax requirement return form for 2020/21

The Ministry of Housing, Communities and Local Government (MHCLG) has released the council tax requirement CTR1, CTR2, CTR3 and CTR4 returns forms to be completed by all English local authorities for 2020 to 2021.

In accordance with sections 52ZY and 68 of the Local Government Finance Act 1992 (’the 1992 Act’), section 139A of the Local Government Finance Act 1988, section 230 of the Local Government Act 1972, the MHCLG gives notice to all relevant English authorities the requirement to supply information specified in the Schedule to the Notice in the form and manner and at the time specified.

Authorities must supply the relevant return as soon as is practicable and, in any event, not later than the end of a period of seven days beginning with the day on which the authority calculates its council tax requirement in accordance with section 32 of the Local Government Finance Act 1992. If the authority has already set its council tax, forms should have been returned by 20 February 2020

Council Tax requirement return (CTR) forms to be completed by local authorities are as follows:

  • CTR1 for billing authorities
  • CTR2 for major preceptors excluding the Greater London Authority and the Greater Manchester Combined Authority
  • CTR3 for the Greater London Authority
  • CTR4 for the Greater Manchester Combined Authority
